PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. Position Summary

ASSIGNMENT DESCRIPTION: Electrical Engineers provide professional engineering services with respect to energy, energy management, reporting, equipment processes, control systems, and electrical systems (e.g., power, lighting, communications, controls, and alarm systems). They manage and coordinate facilities, design, and construction management activities. They oversee and support operations and maintenance of electrical systems.

ADDITIONAL INFORMATION: The Next NGA West (N2W) Program is a National Geospatial-Intelligence Agency (NGA) Strategic Initiative intended to design, build, test and occupy a replacement campus for NGA's 2nd Street Site that supports NGA's mission, inspires and meets the needs of NGA's highly technical workforce, and increases Intelligence Community (IC) collaboration.

The Electrical Engineer is responsible for the requirements development, design reviews, and construction inspections for all electrical related components and systems - such as sub-stations, primary and secondary site and building distribution, controls, uninterruptible power supplies, standby power systems, alternative power sources, backup power generation, black start processes, power transfer system (automated and manual), bussing, communications, lighting, controls, and power management and reporting systems. The Electrical Engineer ensures N2W's requirements and design incorporates appropriate capabilities and technologies to enable compliance with all Federal regulations regarding energy conservation and environmental protection; assists in planning and executing commissioning activities and other activities associated with project close-outs, property transfers and transition to owner operator activities; helps develop or review statements of work (SOWs), request for proposals (RFP), design drawings, construction estimates and construction modifications, and perform field investigations as necessary to support the Agency's Military Construction Program; and assists in major facilities planning, design, and construction planning efforts and is involved in planning studies, design charrettes, and design reviews with architects and engineers, facility occupants, and other interested parties, to ensure the facility plan or design meets NGA's design policies, strategic facility plan, and cost and schedule expectations.

The Electrical Engineer anticipates issues and reacts to quickly-changing requirements and priorities; works independently with minimum supervision; possesses excellent interpersonal and communication skills; and has strong organizational skills. The Electrical Engineer also works within a diverse workforce of skilled technical personnel to include government and contractor employees that are responsible for planning and delivering all N2W components.

The incumbent will work under the administration and supervision of the Assistant Program Manager Design and Construction, N2W Program Management Office, Security and Installations Directorate, who provides guidance in terms of broad policy, program objectives and established goals. This position requires DAWIA Level II certification in Facility Engineering. The selectee will be required to obtain DAWIA certification within two years of appointment to this position.

Mandatory Qualification Reqs

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Construction experience and project management expertise on large construction programs and working with large and small teams of engineers and architects.

2. Familiarity with the latest trends and state-of-the-art technologies in facility electrical components and systems.

3. Knowledge of principles, methods, and techniques related to electrical engineering and management, with experience in primary and secondary site distribution and standby power systems and working knowledge of other facility and site electrical systems, to include low-voltage systems.

4. Experience in developing plans, designs, specifications, and cost estimates, for construction. Experience with facility fit-up, testing and acceptance, occupancy, initial operations and warranty enforcement. Experience dealing with a wide variety of customers within a highly technical context.

5. Experience in design, constructability, construction cost estimating, scheduling and construction of new technically complex facilities.

6. Professional Engineering Registration - Current registration as a Professional Electrical Engineer by any State, the District of Columbia, Guam, or Puerto Rico.

EDUCATION REQUIREMENT: B.S. in Electrical Engineering from a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET).

PHYSICAL REQUIREMENT: Climbing, use of legs and arms; Hearing (aid permitted).

ENVIRONMENTAL REQUIREMENT: Working outside and inside; Working around excessive noise, intermittent; Exposure to dust; Exposure to silica, asbestos, etc; Exposure to fumes, smoke, or gases; Working around solvents (degreasing agents); Working around grease and oils; Working around electrical energy; Working around slippery or uneven walking surfaces; Working around machinery with moving parts; Working around moving objects or vehicles; Working at heights.

Highly Desired Skills

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Ability to communicate both orally and in writing and present technical supportive data for engineering programs at higher levels; attend meetings and provide engineering advice regarding the feasibility or practicality of construction projects and ability to deal effectively with others to help achieve NGA goals.

2. DAWIA Certification in Facility Engineering.

3. Knowledge of NGA mission, vision, goals, and values; NGA organizational units mission functions; coordination and approval processes (external and internal).

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
