Job Summary

ASSIGNMENT DESCRIPTION: Cybersecurity Management Officers ensure that Agency information systems comply with applicable standards and guidelines. They provide oversight of documentation, validation, accreditation, and authorization processes necessary for the implementation, operation, and maintenance of information technology systems. They ensure appropriate managerial responses for associated risk, compliance, and assurance from mission, security, and cost perspectives. These officers manage the strategic, personnel, infrastructure, policy enforcement, and emergency planning implications of information security for the organization, a specific program, or other area of responsibility.

ADDITIONAL INFORMATION: The Cybersecurity Office (TS) safeguards the NGA mission through collaborative, forward-leaning, and risk-balanced solutions to ensure trust in GEOINT services and data.

The Cybersecurity Office (TS) assesses and conveys the level of Agency cybersecurity risk in the context of overall NGA mission goals and objectives. To achieve this, we establish the policies and procedures governing cybersecurity and develop data-driven metrics to understand and adjudicate cybersecurity risk. The office prioritizes cybersecurity initiatives, integrates all cybersecurity solutions and facilitates the review and approval of all NGA cross domain services. We implement the Risk Management Framework and other applicable national and community-level policies within the Agency, balancing risk to realize maximum performance and support to NGA's critical missions.

This position leads the Risk Management Division and reviews assessment and authorization work performed by a team of contractors and civilians to issue authorizations to operate, approve interconnection security agreements, adjudicate software risk and evaluate change requests to our defensive security posture. This position spearheads the Cybersecurity Office's initiatives to automate cybersecurity governance processes and deliver tailored, data-driven solutions to support agile development and rapid authorization decisions.

The Risk Management Division is an accomplished professional who works independently with minimal supervision. They lead and mentor integrated teams of cybersecurity professionals in providing tailored solutions for complex cybersecurity challenges. They possess a strategic understanding of the Agency's direction, and have a demonstrated ability to operate in a dynamic environment balancing competing priorities. They have a proven ability to deliver data-driven cybersecurity solutions; keen problem-solving skills and strong interpersonal skills to work internally with Key Components and externally with academia, industry, and other agencies to develop and deliver capabilities. They excel at innovating and navigating ambiguity, are adept at working with industry partners, and exemplify a customer-service mindset.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Demonstrated Supervisory experience.

* Demonstrates a basic understanding of at least one programming language: (e.g. C++, Python, R, Java).
* Demonstrated knowledge of data visualization/analysis through the usage of common software tools such as Tableau, Matplotlib, etc.
* Experience being flexible and adapting to alternative approaches in performance management to include items such as work hours, locations, and problem solving.
* Exhibit strong and effective communication skills.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Computer Information Systems, Computer Science, Engineering, Information Science, Information Systems, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, Technology Management, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in IT policy development and implementation, IT standards development and implementation, IT project/program management, IT operations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in IT policy development and implementation, IT standards development and implementation, IT project/program management, IT operations, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Information Assurance Management I (IAM I) certification must be obtained within 6 months. -AND- Relevant Competencies: IT-related experience demonstrating each of the four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Two years demonstrating ability to utilize data to solve problems or close knowledge gaps.
* Two years demonstrating competency to be focused on the implementation of the data-enabled workforce, leading a transformative environment within the Agency. Flexibility, comfort with ambiguity, and a corporate focus are essential.
* Two years demonstrating competency to collaborate in a high performance team environment, since knowledge sharing and innovative complex problem solving are key components of modern cybersecurity programs.
* Two years demonstrating developing and delivering briefings and presentations for senior audiences.
* Two years demonstrating management and execute information assurance projects and activities to include: security policies reviews and justifications, program audits, and justifications to support information security issues and recommendations.
* Two years providing senior level analysis and reviews of security considerations in the context of NGA missions, interpret Security Assessment Reports (SARs) and Risk Assessment Reports (RARs), and apply security controls to system design and risk determination.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Band 05 $128,669 - $170,800

Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications.
