Job SummaryASSIGNMENT DESCRIPTION: Diversity Management and EEO Officers plan, lead, and manage EEO and diversity programs, teams, and activities (e.g. the Federal discrimination complaints program, reasonable accommodations, interpreting services, ADR, SEP). They analyze data, conduct research, and identify triggers and/or barriers associated with Agency policies, procedures, and practices. They provide advice and guidance to employees and management, and develop strategies and practices to promote diversity and inclusion in the workplace. These specialists may also process EEO complaints from intake through final disposition.Additional Job InformationADDITIONAL INFORMATION: Band 4 Diversity Management and EEO Officers plan and lead EEO and diversity programs, teams, and activities (i.e., the Federal discrimination complaints program, reasonable accommodations, interpreting services, ADR, SEP). They lead efforts to analyze data, conduct research, and identify triggers and/or barriers associated with Agency policies, procedures, and practices. They advise employees and management, and develop strategies and practices to promote diversity and inclusion in the workplace. These officers may also process complex EEO complaints from intake through final disposition. ln addition, these officers provide guidance and mentoring to junior staff.This position serves as an Equal Employment Opportunity Specialist in the Office of Diversity, lnclusion, and Equal Employment Opportunity (ODE). The incumbent leads efforts to ensure NGA is compliant with all EEO programmatic mandates outlined in 29 C.F.R. S 1614 and the EEOC Management Directive 110 (MD-110). Specific duties for this position include, but are not limited to: management of pre-complaints and formal complaints of discrimination from intake through final disposition; preparation of correspondence; regularly review complaint activity to identify trends; interfacing with the EEOC case portal to track case files and upload required documents; manage data to prepare and submit required annual reports; provide information and guidance to all members of the workforce on the EEO complaints process; managing cases in the NGA system of record (i.e., internal electronic filing, iComplaints, etc.); develop and deliver a core set of briefings on elements of a model EEO program; participate in periodic business process reviews to assess the efficiency of service delivery; and assist in creating, updating, and/or maintaining ODEE standard operating procedures. The individual will regularly work across NGA with employees at all levels.Strong interpersonal skills, teamwork, neutrality, diplomacy, ability to pull key concepts from written narratives, attention to detail and the adeptness to manage multiple, time-bound tasks are all keys to success. Position requires collaborative partnerships with the Office of General Counsel, the Human Development Directorate and other key components as necessary; members of the workforce on the EEO complaints process; managing cases in the NGA system of record (i.e., internal electronic filing, iComplaints, etc.); develop and deliver a core set of briefings on elements of a model EEO program; participate in periodic business process reviews to assess the efficiency of service delivery; and assist in creating, updating, and/or maintaining ODEE standard operating procedures. The individual will regularly work across NGA with employees at all levels.This position may be eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive. Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:* Proficiency in processing federal EEO complaints of discrimination at the informal (pre-complaint) and formal stages.* Demonstrated knowledge of the EEOC Management Directive 110.* Experience in delivering workforce education on EEO programmatic elements and EEO complaints with an ability to facilitate difficult and critical conversations.* Ability to handle all aspects of EEO complaints processing.* Demonstrated ability to manage multiple tasks with firm timelines.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Business Administration, Communications, Education, Human Resources Development, Psychology, Public Administration, Social Work, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in planning, leading, or managing EEO and/or diversity and inclusion programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in planning, leading, and managing EEO and/or diversity and inclusion programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: EEOC approved EEO Counselor Training: Incumbent must receive thirty-two (32) hours of EEOC approved EEO Counselor training prior to assuming counseling duties and must receive at least eight hours of continuing Counselor training every year.Highly Desired QualificationsQUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:* Experience with the iComplaints case management platform.* Familiarity with DoD and/or the lntelligence Community.Additional Job RequirementsYou must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility.
