Job Summary
ASSIGNMENT DESCRIPTION: Clinical Psychologists provide behavioral
science expertise and guidance to detect, deter, and mitigate
personnel behaviors that may harm or undermine NGA's assets,
critical infrastructure, sensitive information and mission
accomplishment. They serve as consultants to the Agency by
supporting counterintelligence, personnel security and insider
threat programs. They conduct psychological assessments in order to
vet applicants and employees to possess security clearances and
encumber special assignments. They perform risk/threat assessments,
and confer regarding employees demonstrating concerning behaviors.
They provide trainings, briefings and workshops, conduct research
and surveys, and engage in internal and external working groups and
taskforces.

ADDITIONAL INFORMATION: The Counter Insider Threat Office (SII) has
an opening for a National Security Psychologist who has the proven
ability to operate both independently and collaboratively in
support of psychological consultation, research and development,
training, and interagency liaison activities. The incumbent works
with the Behavioral Science Division (SIIB) Chief and Lead National
Security Psychologists to ensure that SIIB anticipates Agency
needs, is responsive to Agency requirements, and provides excellent
services that are in accordance with the laws, policies, and
authorities that govern SIIB activities. The incumbent provides
direct psychological consultation, training, research and
development and liaison services to internal and external mission
partners. The incumbent works with the SIIB Division Chief and Lead
National Security Psychologists to execute tasks according SIIB
priorities, and represents SIIB at internal and external functions
when required. The incumbent collaborates with internal and
external stakeholders to execute division responsibilities and
resolve problems in a manner that reflects the highest standards of
professional practice.

Mandatory Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job,
applicants must meet all competencies reflected under the Mandatory
Qualification Criteria to include education (if required). Online
applications must demonstrate qualification by providing specific
examples and associated results, in response to the announcement's
mandatory criteria specified in this vacancy announcement:
1. Experience in one or more of the following positions:
Operational Psychologist, National Security Psychologist, Forensic
Psychologist, Investigative Psychologist, or Military
Psychologist.
2. Demonstrated effectiveness providing training to diverse
audiences.
3. Experience collaborating with other agencies, academic
institutions, or private-sector entities for the exchange of best
practices or scientific advancement.
4. Demonstrated effectiveness communicating/briefing to senior
executives and leaders at the strategic level.
EDUCATION REQUIREMENT: A. Education: Doctorate degree (Ph.D. or
Psy.D.) in Clinical Psychology or Counseling Psychology from a
graduate program accredited by the American Psychological
Association (APA). -AND- LICENSES/CERTIFICATIONS: Must hold a full,
current, and unrestricted license to practice psychology at the
doctoral level in a State, Territory, Commonwealth of the United
States (e.g., Puerto Rico), or the District of Columbia.
Highly Desired Qualifications
QUALIFICATION CRITERIA: In addition to the mandatory
qualifications, experience in the following is desired:
1. Experience using statistical software (e.g., SPSS) to measure
the relationship between various types of data and behavioral
outcomes.
2. Experience conducting threat assessments and providing
consultation to leaders and decision-makers that includes
actionable recommendations.
3. Experience leading professional staff and making critical
decisions that impact mission, readiness and the safety and
security of the workforce.
4. Experience providing psychological consultation to security
and/or intelligence activities.
5. National Board Certification (e.g., ABPP) in Clinical
Psychology, Police and Public Safety Psychology, Consulting
Psychology, or other related sub-specialty.
Additional Job Requirements
You must be able to obtain and retain a Top Secret security
clearance with access to Sensitive Compartmented Information. In
addition, you are subject to a Counterintelligence Polygraph
examination in order to maintain access to Top Secret information.
All employees are subject to a periodic examination on a random
basis in order to determine continued eligibility. Refusal to take
the examination may result in denial of access to Top Secret
information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are
required to submit a Security Financial Disclosure Report, SF-714,
on an annual basis in order to determine continued eligibility.
Failure to comply may negatively impact continued access to Top
Secret information, Information Systems, SAP, and/or unescorted
access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at
all band levels to be considered. Qualifications for NGA positions
do not include specific time-in-band requirements. NGA will
emphasize quality of experience, rather than duration, and assess
how the quality of the experience demonstrates possession of the
knowledge, skills, abilities, and competencies necessary for
successful job performance in the NGA occupational structure.
Band 04 $93,494 - $159,286

panel of experts using a combination of qualification criteria to

NGA utilizes all processes and procedures of the Defense Civilian
Intelligence Personnel System (DCIPS). Non-executive NGA employees
are assigned to five distinct pay bands based on the type and scope
of work performed. The employee's base salary is established within
their assigned pay band based on their unique qualifications. A
performance pay process is conducted each year to determine a
potential base pay salary increase and/or bonus. An employee's
annual performance evaluation is a key factor in the performance
pay process. Employees on term or temporary appointments are not
