Developmental Assignment CAREER ADVANCEMENT PROGRAM: All Professional Work Category positions advertised at a Pay Band 2 are part of NGA's Career Advancement Program (CAP). Employees in the Career Advancement Program will be evaluated semi-annually to determine if they meet the established program requirements. If requirements are met, employees will be eligible for a salary increase. Upon meeting all program requirements, the employee is eligible to be promoted non-competitively to a Pay Band 3. This promotion completes Career Advancement Program participation meaning the employee will no longer receive salary increases through the Career Advancement Program, and will now be evaluated in accordance to the Agency's standard evaluation processes. Cover Letter Applicants are not required to submit a cover letter. The entire cover letter cannot exceed the specified limits provided in the Cover Letter field (3,000 characters). Pay, Benefits, & Work Schedule PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure. For more information on the array of benefits programs, please visit Position Summary ASSIGNMENT DESCRIPTION: Photogrammetrists perform image assessment, point selection, mensuration, triangulation, orthorectification, dynamic range adjustments, and processing in order to produce image products. They increase the relative and absolute positioning accuracy of imagery from sensors to support mono and stereo exploitation. These analysts assess, evaluate, and extract elevation data from stereo imagery. They provide in-depth technical expertise to customers, review products, and ensure that final products can be generated to meet customers' accuracy requirements. Additional Position Info ADDITIONAL INFORMATION: * Assist with image assessment, point selection, mensuration, triangulation, orthorectification, and processing to produce standard and non-standard image products.
* Support efforts to increase the relative and absolute positioning accuracy of imagery from a variety of sensors to support mono and stereo exploitation. This position is eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government. Mandatory Qualification Reqs MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: * Technical or computer skills creating, analyzing, or reviewing geospatial data (i.e. SOCET GXP, ArcGIS, QT Modeler, Active Earthscape, or ERDAS Imagine; to create, analyze, or review geospatial data).
* Demonstrated knowledge in photogrammetry (i.e. elevation, triangulation, remote-sensing, image science, triangulation, orthorectification, etc.) or related geospatial (Geomatics) sciences core competencies required to perform precise imagery generation and quality control.
* Demonstrated ability to communicate ongoing work and findings to leadership and others through written, visual, and spoken reports and briefings. EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Cartography or a major that included, or was supplemented by, at least 30 semester (45 quarter) hours of coursework in Cartography and/or directly related Sciences and related Mathematics. Coursework may include Astronomy, Cartography, Computer Science, Geodesy, Geography, Geology, Geophysics, Land Surveying, Photogrammetry, Physical and Geological Oceanography, Physical Geography, Remote Sensing, or a related discipline. The 30 semester (45 quarter) hours must have included at least 6 semester (9 quarter), but not more than 15 (22 quarter), hours of college level non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of coursework as listed in option A, plus experience in the Cartographic field that includes the application of mensuration techniques, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. PHYSICAL REQUIREMENT: Near visual acuity of 20/20 or better with or without corrective lenses; Stereopsis ability; Far visual acuity of 20/60 or better binocular with or without corrective lenses. Highly Desired Skills QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: * Demonstrated knowledge applying skills associated with scripting, programming, and/or software customization.
* Demonstrated knowledge applying skills associated with computer vision or machine learning.
* Demonstrated knowledge working well with others on a team.
* Demonstrated knowledge with precise imagery data such as Digital Point Positioning Database (DPPDB), Controlled Image Base (CIB), and Orthorectified Commercial Imagery (CI-Ortho).
* Demonstrated knowledge working with Department of Defense and US Combatant Command elements. Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications.
