Job Summary

ASSIGNMENT DESCRIPTION: Geodetic Orbit Scientists monitor Global Navigation Satellite Systems, acquire and analyze satellite data, and produce accurate products for the National System for Geospatial-Intelligence (NSG). They develop, evaluate, and use algorithms and tools to provide integrity monitoring and determine precise ephemerides and other information. They analyze satellite ranging and timing information in order to identify anomalies in both real time and post-fit scenarios. These analysts handle technical and logistical details pertinent to remote command and control of a worldwide network of satellite tracking stations. They provide in-depth technical expertise on satellite issues to customers, and represent NGA in community forums establishing doctrine and policy.

ADDITIONAL INFORMATION: Geodetic Earth Scientists analyze the Earth's gravity and magnetic fields, geophysical structure, material properties, and dynamics for geospatial intelligence and DoD applications. They define and maintain the World Geodetic System (WGS), perform datum transformations between WGS 84 and local datums, and develop spatial and temporal models defining Earth systems. They provide in-depth technical expertise on geodetic and geophysical issues to customers and represent NGA in community forums establishing doctrine and policy.

The selected individual will serve as a Geodetic Earth Scientist within the Geosciences Division, Office of Geomatics in one of three primary mission areas:

* Coordinate Systems: Research complex geodetic issues, Maintain and improve current operations involving coordinate conversions and datum transformations between WGS 84 and local datums, Map projections and grid systems,

* Gravity and Magnetic Modeling: Define and maintain the World Geodetic System (WGS) and its associated models to accurately position geospatial intelligence worldwide in a common reference system, Analyze and model the Earth's gravity field, Analyze and model the Earth's magnetic field, Analyze the effects of geodetic and geophysical quantities on navigation and targeting performance.

* Geophysical/Geotechnical Analysis and Modeling: Analyze and characterize the Earth's geological and geophysical structure, material properties, and dynamic systems, Create spatial and temporal geophysical models for application to intelligence problems, Develop Innovations in applied earth sciences.

Band 3 Geodetic Earth Scientists typically have advanced degrees and relevant experience. They will be able to integrate quickly and work independently on routine issues, but may require assistance on more complex issues.

This position may be eligible for an INCENTIVE: The selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, the selected candidate must sign a service agreement depending on the approved amount or duration of the incentive. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). * Demonstrated experience extracting and analyzing information from various sources as well as data mining, data conflation, and quantitative, spatial, or predictive data analytics.

* Demonstrated experience in Coding or Algorithm Development (Fortran, C/C++, IDL, R, Python, SQL, Visual Basic, or UNIX scripting).

* Demonstrated ability to communicate ongoing work to peer and leadership through written, visual, spoken reports and briefings.

* Demonstrated experience modeling scientific systems (Physics, Geophysics, Geology, Geosciences). Note: Knowledge and abilities documented can be academic or work related.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Geodesy, Mathematics, Physical Science, or a related discipline that includes at least 30 semester (45 quarter) hours of coursework in any combination of Astronomy, Computer Science, Engineering Science, Geodesy, Geology, Geomatics, Geophysics, Mathematics, Orbital Mechanics, Physical Science, Physics, Remote Sensing, or Surveying. Coursework must include differential and integral calculus. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of coursework in any area listed in option A, plus experience in conducting work related to satellite operations, GPS surveying, Geodesy, Geophysics, Wide Area Network analysis, or a related field that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years.

PHYSICAL REQUIREMENT: Distinguish principal colors and shades/hues of principal colors; Near visual acuity of 20/20 or better with or without corrective lenses; Far visual acuity of 20/60 or better binocular with or without corrective lenses.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

* Demonstrated experience performing scientific or statistical analysis, or data analytic.

* Demonstrated experience with Mathematical, Statistical, or Scientific Software: MATLAB, Mathematica, Surfer, Fledermaus, STK, ENVI, etc.

* Advanced coursework: Calculus III, Advanced Calculus, Linear Algebra, Ordinary Differential Equations, Partial Differential Equations, Signal Processing, Numerical Analysis, Complex Variables, Mathematical Modeling, Geodesy, 300+ level Statistics, Vector Analysis, Numerical Methods, Fourier Analysis, Potential Theory.

* Demonstrated experience working in multidisciplinary teams to develop solutions to problems and deliver those solutions.

* Demonstrated ability to learn and apply new technology or software.

* Demonstrated experience with problem identification, analysis, resolution and adaptation to changing requirements and timelines.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Band 03 $64,948 - $120,342

Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications.
